An occupied station with nobody staffing it is not a vacancy and cannot be applied for. It closes when the part it holds is returned to its store.

Rounds are a floor function: somebody walks the floor, reads the meters, and picks up what is lying about. The floor roster is clocked out. The rounds are being made.
